St Albert’s 2009 Transportation Master Plan (TMP) forecasted a need for the development of a major arterial road corridor in the northwest area of the city that would provide access to future development and provide connectivity for the transportation network. A recommendation within the plan was a new roadway that followed an alignment from Hogan Road to the northeast city limit at St. Albert Trail.
As the road-focused around newly annexed areas and growth, the City determined at that time, that the future of the road should be incorporated into the 2014 Transportation Master Plan Update as the City would be in a better position to understand how the areas would be developing and how the road(s) would fit into the overall transportation system.
In 2015, from recommendations of the updated TMP, St. Albert City Council approved a realignment of a portion of Villeneuve Road, as well as the creation of a new major road called Fowler Way.
Fowler Way will become an east-west arterial roadway, approximately 3.9 km long, in the northwest corner of St. Albert. It will connect Ray Gibbon Drive to St. Albert Trail. This roadway, along with Villeneuve Road, will provide access to future development, connect to the City’s transportation network to accommodate additional traffic, and be designed following the City’s Complete Streets Guidelines to accommodate all modes, all abilities, and all ages.
In 2018, a functional analysis and evaluation were completed of the alignment’s proposed conceptual design. This study advances the work identified in the 2015 St. Albert Transportation Master Plan, which confirms that a four-lane east-west arterial is required to service expected traffic conditions by 2025. Consideration may be given to staging construction as a two-lane road prior to expanding to four-lanes. The design criteria used to develop the functional plans are based on the TAC Geometric Design Guidelines and the St. Albert Complete Streets Design Guidelines.
